Uber's Cookie Notice update mostly adds transparency and new consumer controls — cookie duration disclosure, in-app privacy settings, opt-in consent for EU/UK/Swiss users, an email-tracking opt-out, and a new promise to seek fresh consent before making material future changes. But it also expands third-party data sharing: at least nine new advertising/data-broker partners were added, those partners may now combine your data with other information they hold about you, and Uber disclosed that some partners act as independent controllers who may move your data outside the EEA/UK. Essential cookies (which you can't turn off) are now also used for fraud detection, and social media plugins may link your visit to your social account.
New ad-tech and data-broker partners added
Uber added at least nine new outside advertising and data companies that can now receive your information for ad targeting, widening the pool of companies that have access to your data.

What you can do — Opt out of personalized ads and data sharing at privacy.uber.com/center, or (in the US) use the California opt-out link or your browser's Global Privacy Control setting.
Ad partners can combine your data with outside sources
Uber's ad partners are now allowed to merge the data Uber shares with other information they already have about you, which can create a more detailed profile of your habits.

Some partners independently control your data and may send it abroad
Uber now says some tracking partners act on their own behalf (not just for Uber) and may move your device or user data outside the EEA and UK, where privacy protections may differ.

Essential cookies now also used for fraud detection
Cookies you cannot disable are now also used to detect and prevent fraud and security threats, expanding what these mandatory cookies do beyond login and account features.
