Usage Policies

OpenAI's Usage Policies content is unchanged in substance. This update adds a page header with an effective date, inserts one new paragraph describing OpenAI's existing safety-monitoring and transparency practices, and reformats bullet lists with extra spacing. No rules that apply to you were added, removed, or made stricter.
