The text itself is mostly reassuring: Meta says it does not use the content of your personal Messenger chats for ad targeting, and that personal messages and calls are protected with end-to-end encryption so nobody, including Meta, can read or hear them. The one thing worth noticing is the list of chats that don't count as "personal" — messages with business accounts, messages with Meta AI, and public-style features like channels — which are not covered by that ads promise. There are no new obligations, fees, or legal restrictions on users in this text.

The promise about not using your messages for ad targeting only covers "personal" chats. Messages you send to business accounts, anything you type to Meta AI, and posts in public-style features like channels are specifically listed as not personal, so that content can be used to shape the ads you see. This is disclosed clearly rather than hidden, but it means a chat with a store or a question to Meta AI is treated very differently from a chat with a friend.

What you can do — Treat chats with business accounts and with Meta AI as non-private: avoid typing health, financial, or other sensitive details there. Use regular personal chats for anything you don't want feeding ad targeting.

Encryption normally keeps Meta out of your messages, but the notice says anyone in a chat can choose to send messages to Meta by reporting them, and some optional features also pass message content along. So privacy in a group chat depends partly on what the other people do.
