Usage Policy
Anthropic rewrote its Usage Policy with far more detailed banned-use lists (cybersecurity, weapons, disinformation, election interference, surveillance, fraud) — mostly tightening rules on bad actors, which is good for ordinary users. But two whole sections that protected consumers were deleted outright: the requirement that AI-assisted legal, medical, financial, insurance, employment, housing, and admissions decisions get human review and be disclosed to the people affected, and the blanket requirement that consumer-facing chatbots tell you upfront you're talking to AI. A narrower rule about impersonating specific real people remains, but the general 'you must be told you're talking to AI' protection is gone from this document.
No more required human review or disclosure for AI-driven legal, medical, financial, housing, or employment decisions
Previously, if a business used Claude to help decide things like loan approvals, medical guidance, hiring, or housing eligibility, Anthropic's policy required a qualified human to check the AI's work before it affected you, and required the business to tell you AI was involved. That requirement has been deleted entirely, so there's no longer a documented Anthropic rule forcing businesses to give you that review or that disclosure.
“Human-in-the-loop: When using our products or services to provide advice, recommendations, or in subjective decision-making directly affecting individuals or consumers, a qualified professional in that field must review the content or decision prior to dissemination or finalization.”
What you can do — If you're relying on an AI-powered tool for a legal, medical, financial, employment, or housing decision, ask the provider directly whether a qualified human reviewed the output — don't assume Anthropic's policy guarantees it anymore.
Chatbots are no longer required to tell you that you're talking to AI
The old policy had two separate protections ensuring you'd know when you're talking to AI: a blanket ban on AI 'presenting results as human-generated,' and a flat rule that every consumer-facing chatbot must disclose it's AI at the start of a chat. Both are gone. What's left only bans impersonating a specific real person or organization — a generic AI persona that never claims to be a named real individual is no longer clearly covered.
“All consumer-facing chatbots, including any external-facing or interactive AI agent, must disclose to users that they are interacting with AI rather than a human.”
What you can do — If it matters to you whether you're talking to a person or an AI, ask directly — don't assume a chatbot will volunteer that information.
New restriction on third-party tools that route through your consumer subscription
If you use an unofficial third-party app or client that accesses Claude through your personal subscription in a way that misrepresents the product being used, that's now explicitly against policy, which could put your account at risk.
“Resell, proxy, or otherwise provide access to Claude through unauthorized means, including services that route requests through consumer subscriptions or misrepresent the product or client being used”
What you can do — Check whether any third-party tool you use to access Claude relies on your personal subscription being shared or proxied, since that could now violate policy and risk account suspension.

| 143 | ## **High-Risk Use Case Requirements** | |
| 144 | ||
| 145 | Some use cases pose an elevated risk of harm because they influence domains that are vital to public welfare and social equity. For these use cases, given potential risks to individuals and consumers, we believe that relevant human expertise should be integrated and that end-users should be aware when AI has been involved in producing outputs. | |
| 146 | ||
| 147 | As such, for the "High-Risk Use Cases" described below, we require that you implement these additional safety measures: | |
| 148 | ||
| 149 | - **Human-in-the-loop:** When using our products or services to provide advice, recommendations, or in subjective decision-making directly affecting **individuals or consumers**, a qualified professional in that field must review the content or decision prior to dissemination or finalization. ALSO IN THIS CHANGE, NOT TIED TO ONE LINE
- − REMOVEDRemoved human-review and AI-disclosure rules for high-risk decisions
The policy used to require that a qualified human review any AI-generated legal, medical, financial, insurance, employment, housing, or admissions advice before it reached a person, and that people be told AI was involved. That whole requirement has been deleted.
Human-in-the-loop: When using our products or services to provide advice, recommendations, or in subjective decision-making directly affecting individuals or consumers, a qualified professional in that field must review the content or decision prior to dissemination or finalization.
- − REMOVEDRemoved pointers to minors, agentic-use, and MCP server guidelines
References directing businesses serving minors, building AI agents, or listing MCP servers to follow extra safety guidelines were removed from this document.
